Work Permits in Cambodia

Having a Business Visa (EB) does NOT automatically allow you to work in Cambodia. You need a separate Work Permit issued by the Ministry of Labour.

Who Needs a Work Permit?

  • All foreigners employed by a Cambodian company
  • Self-employed individuals running a business
  • Freelancers working for local clients
  • Anyone receiving income from Cambodian sources

Prerequisites

Before applying for a work permit, you must have:

  1. A valid Business Visa (EB) - not a tourist visa
  2. An employer or registered business in Cambodia

Work Permit Requirements

From Employer

  1. Company registration documents
  2. Tax registration (patent)
  3. Employment contract
  4. Letter of request for work permit

From Employee

  1. Valid EB visa (with sufficient remaining validity)
  2. Passport copies (all pages with stamps)
  3. Passport-sized photos (4x6 cm, white background)
  4. Medical certificate from approved clinic
  5. CV/Resume

Work Permit Costs

ItemCost
Work Permit Card~$100 USD
Employment Book~$100 USD
Total (direct)~$200 USD
Total with agent$250-350 USD

Using an agent is more expensive but saves significant time and handles all paperwork.

Processing Time

  • Official processing: 2-4 weeks
  • Through agent: 1-2 weeks

Annual Renewal

Work permits must be renewed every year.

Deadline: Before March 31 each year

Late Penalties: Fines accumulate for late renewal. Don't miss the deadline.

Renewal Checklist

  1. Renew your EB visa first (must be valid before work permit renewal)
  2. Updated employment contract
  3. Company documents (may need fresh copies)
  4. New passport photos
  5. Payment of fees

Renewal Timeline

  • February: Gather documents and start the process
  • March: Submit renewal application
  • March 31: Deadline for renewal without penalties

Common Mistakes to Avoid

Working Without a Permit Authorities conduct workplace inspections. Violations can result in fines for both employer and employee, deportation, and being banned from Cambodia.

Not Matching Records Your passport, EB visa, and work permit should all have matching information. Name discrepancies cause problems during renewal.

Missing the Renewal Deadline The March 31 deadline is firm. Late renewals incur penalties that increase over time.

Expired EB Visa Your EB visa must be valid to renew your work permit. Always renew your visa first.

Frequently Asked Questions

Can I work while my permit is being processed?

Technically no, but many employers allow new hires to start while the paperwork is in progress. The risk is low if you've already submitted your application.

What about freelancing?

Freelancers need both an EB visa and work permit. You may need to register as a sole proprietor or work through a registered company.

Do I need a new work permit if I change employers?

Yes. Your work permit is tied to your employer. When changing jobs, your new employer must apply for a new work permit for you.

What happens if I leave my job?

Your work permit becomes invalid when your employment ends. If you find a new job, you'll need a new work permit from the new employer.

Can I have multiple work permits?

No. You can only hold one work permit at a time, linked to one employer.

Getting Help

For straightforward cases, many expats use visa/work permit agents who handle all paperwork for a fee ($50-100 above official costs).

Your employer's HR department often handles the work permit process. For complex situations or disputes, consulting an immigration lawyer is recommended.
