Driving License in Cambodia

In Cambodia, obtaining a driving license as a foreigner is relatively straightforward, but the requirements differ depending on whether you are converting an existing license or taking a full test for a new one.

As of 2026, Cambodia remains one of the few countries where you can easily "swap" your home license for a local one, provided you have a valid long-term visa.

Choose Your Path

Foreigners generally have two options:

Option A: Conversion (1-Year License)

  • Best for: Most expats who already have a valid license from their home country.
  • Validity: 1 year (renewable annually).
  • Requirement: Valid foreign license (translated if not in English or French).
  • Pros: No driving or theory test required.

Option B: Full Application (10-Year License)

  • Best for: Long-term residents or those without a foreign license.
  • Validity: 10 years (or 5 years in some cases; 2 years for those over age 60).
  • Requirement: Must pass both a Theory (Written) Test and a Practical Driving Test.
  • Pros: Long validity; no need for annual renewals.

Required Documentation

You will need to prepare the following documents before visiting the service center:

  • Passport: Original + copy (must have at least 6 months validity).

  • Valid Visa: Usually a long-term "E-class" (Ordinary) visa. A tourist (T) visa may be rejected at some centers.

  • Residency Certificate: An official letter from your local Sangkat (Commune Office).

    Tip: Your landlord can usually assist with this. Ensure the letter explicitly states it is for "Driving License Application."

  • Passport Photos: 3–5 photos (4x6 cm) with a white background.

  • Foreign License: (For Conversion only) Original + copy. If it's not in English or French, you must get a certified translation from your Embassy.

  • Medical Certificate: Can be obtained on-site at the licensing center for a small fee (~$2.50).

Where to Apply

Applications are handled by the Ministry of Public Works and Transport (MPWT).

  • Phnom Penh (Aeon Mall 1, 2, and 3): Service centers are available at all three Aeon Mall locations. This is the most convenient option for foreigners.
  • General Department of Public Works and Transport: Located on Street 598 (H.E. Chea Sophara Street), Phnom Penh. This is the main headquarters.
  • Provincial Departments: Every province (e.g., Siem Reap, Sihanoukville) has a Public Works and Transport office, though English-speaking staff may be fewer outside the capital.

Note: If you use an agent to handle the paperwork for you, expect to pay between $80 and $120.

The Testing Process (For 10-Year License)

If you opt for the 10-year license, you must take two tests:

  1. Theory Test: Conducted on a computer. It is available in English.
    • Preparation: Download the "Cambodia Driving Rules" app (available on iOS and Android) to practice the mock exams.
  2. Practical Test: A driving course that includes parallel parking, reversing, and stopping on an incline.

Important Tips

  • Motorcycles under 125cc: By law, you do not need a license to drive a motorcycle with an engine capacity of 125cc or less. However, it is still recommended for insurance purposes.
  • International Driving Permits (IDP): Cambodia does not officially recognize the IDP as a substitute for a local license for residents (stays longer than 3 months), though tourists often use them.
  • Grace Period: There is a 30-day grace period for renewals. After that, a daily fine (approx. 500 Riels/day) is charged.
