Certificate of Residence
The Certificate of Residence (sometimes called a Residency Certificate) is an official document that proves your address in Cambodia. Both foreigners and Cambodian nationals can obtain this document from their local Sangkat (commune office).
Common Uses
This certificate is often required for many official processes in Cambodia:
- Vehicle registration - Required when registering a car in your name
- Opening a bank account - Some banks require this AND a rental contract
- Work permit applications - Used with the online work permit system
- Business registration - May be required for company setup
How to Obtain a Certificate of Residence
Where to Apply
Visit the Sangkat office in the commune where you live. You cannot apply at a different Sangkat - it must be where you actually reside.
Often your landlord will need to come with you as the contracts that landlords usually give you are informal, they have not been registered at the local Sangkat (which they all should be). The landlord will need to ensure that is in place beforehand. If (and some landlords will not due to tax avoidance) they do assist, often they will make a new contract showing a lower monthly rental fee for this purpose...

- Passport with valid visa
- Rental agreement or lease contract
- Passport photo
- Employment letter (sometimes required)

- National ID card
- Rental agreement (if not at family address)
Process
- Visit your local Sangkat office
- Submit documents and request the certificate
- The village chief stamps the document
- The Sangkat chief stamps and signs
- Pay the fee and collect your certificate
Cost of a Residency Certificate
Approximately $20 USD (paid in KHR at current exchange rate). Fees may vary slightly and "tips" are not included in this.
Processing Time
Usually same-day or next-day if all documents are in order.
Tips
- Bring copies - Have photocopies of all documents ready
- Go early - Sangkat offices can be busy; morning visits are best
- Check validity - Some uses require certificates issued within the last 3-6 months
- Keep extras - Consider getting multiple originals if you need them for different purposes
- Landlord assistance - Your landlord may be able to help facilitate the process
Notes
- The certificate confirms your name, address, and duration of stay at that location
- Some Sangkats are more familiar with foreigner requests than others
- If you move, you'll need a new certificate from your new Sangkat
